It is difficult to punish the perpetrators of honor-based violence, and the reason is that they come from communities which do not normally cooperate with the police. Even if a crime has been committed and the police are unable to gather evidence or find witnesses, the crimes go unpunished. It is important to encourage the victims to open-up and report incidences to the police. There should be civic education to encourage these communities to see the benefit of cooperating with the police.
